How EMAC is Organized

Statute

The official decree establishing the School confers on it the status of a national public administration establishment, operating under the authority of the Minister of State for Industry and invested with administrative and financial autonomy.
The School is headed by a director, nominated by government decree; the director is assisted by an assistant director, a director of studies, a director of research and a general secretary, all of whom are appointed by order of the Minister of State for Industry.

Decision-making body: the Administrative Council


The School is administered by an Administrative Council comprising one president and 24 members:

  • the President, appointed by decree for a 3-year term: Jean Yves Gilet, Senior Executive Vice-President of Arcelor in charge of stainless steel

  • 6 personalities chosen for their scientific, technical, economic or industrial skills, appointed by decree for a 3-year term

  • 6 state representatives, members by right:

    • the Vice President of the Conseil Général des Mines, or his/her representative

    • the Administrative Director of the Ministry for Industry (DPMA), or his/her representative

    • the Regional Director for Action for Small and Medium Enterprises, or his/her representative

    • the Regional Director for Innovation, Technology and Action, represented by the Midi-Pyrénées Representative for Research and Technology

    • the Director of Higher Education, or his/her representative (Rector of the Academy of Toulouse)

  • 4 representatives of regional authorities:

    • the President of the Midi-Pyrénées Regional Council, or his/her representative

    • the President of the Tarn Council, or his/her representative

    • the Mayor of Albi, or his/her representative

    • the Mayor of Carmaux, or his/her representative

  • 4 personnel representatives, elected

  • 4 student representatives, elected

  • The Director, Assistant Director, Director of Studies, Director of Research and the General Secretary, the Paymaster General of the Tarn and the School Accountant are all advisory members of the Administrative Council.

Consultative Bodies


Teaching Committee and Research Committee:

The Teaching and Research Committees are consultative bodies advising the Director. The Teaching Committee advises on possible improvements to the engineering training provided. It has to be consulted about any modifications to the scholastic regulations prior to such changes being approved by the Administrative Council. The Teaching committee is headed by the Director; it has 21 members, including 1 student representative elected by students from each Year, 2 further student representatives, and four representatives of the School's teacher researchers.


Studies Council:

The School also benefits from a Studies Council responsible for examining students' results at the end of each academic year and deciding whether students may continue to the next Year, or whether they will be required to complete the same Year again. The Committee makes recommendations to the Ministry concerning whether or not to appointment interns to permanent positions, to award diplomas and certificates, or whether to recommend exclusion from the School.
The Studies Council comprises the Director (President), Assistant Director, Director of Studies, 5 members of the academic staff nominated by the Director (of which three of professorial status), and two representatives from the world of business.



Technical Parity Committee:

The TPC is headed by the School Director. Its members are representatives of the administration and staff.
The Committee is tasked with examining all questions concerning the School's general organizational and functional problems, programs to modernize working methods and techniques and their incidence on personnel, examination of the strategic orientations needed to fulfill the School's missions, internal regulations covering personnel, personnel training, health and safety problems and problems relating to the division of bonus payments.
It meets approximately four times a year.



Health and Safety Committee:

The Health and Safety Committee comprises three representatives of the administration, a representative of the ACMO (Safety Measures Implementation Agent), 5 personnel representatives, a doctor specializing in preventive medicine, and other invited members.
This committee is tasked with examining question relative to health, safety at work and preventive medicine at the school. It assists the Technical Parity Committee.

Disciplinary Council:

The Disciplinary Council is a consultative body answerable to the Director. In cases where a breach of the interior or scholastic regulations occurs, the Director may issue a warning, a formal reprimand, or order a temporary or permanent exclusion. The Disciplinary Council must be consulted in all cases where the sanction inflicted exceeds a simple warning, after having met with the student subject of the complaint.
The Disciplinary Council comprises the Director, Assistant Director, Director of Studies, the General Secretary, two members of the teaching staff nominated annually by the Administrative Council and one representative from the same year as the student under investigation.
